Hiyat Peace Coalition

HPC

A sovereign-collaborative framework for security, economic revitalization, and interfaith oversight — designed to protect all civilian populations, uphold agreed borders, and open a new chapter of regional stability.

Conceptual · Illustrative · Not a binding treaty

Treaty Mandate

Foundational Wording

"The HPC is hereby established as a sovereign-collaborative entity tasked with the administration of security, economic revitalization, and interfaith oversight. Its primary mandate is to ensure the non-violation of the borders established herein and the protection of all civilian populations."
"Formalizing the Hiyat Peace Coalition (HPC) as the foundational framework for regional stability, economic prosperity, and interfaith harmony."

The HPC operates within a 25-year transitional period during which its treaty framework holds supremacy over domestic legislation in matters of security and holy site administration. This is a conceptual and illustrative model — not an official or currently binding government body.

The Three Pillars

A Shared Ethical Horizon

One World Religion

A shared interfaith ethical framework identifying common moral values across Judaism, Christianity, Islam, and other faiths.

This is a call for mutual respect, the rejection of hatred and incitement, and the protection of freedom of conscience. It does not mean forced conversion, erasure of existing religious identities, or suppression of doctrinal differences. Every community retains its sacred texts, its traditions, and its right to worship in peace.

One World Government

A voluntary, cooperative model in which sovereign states agree to coordinate on peace, security, human rights, the environment, and economic stability.

Transparency, accountability, and consent are foundational. Authoritarian or coercive interpretations are explicitly rejected. Nations retain sovereignty; they choose to align where shared challenges demand shared answers.

One World Currency

A unified or harmonized economic standard — a basket currency — designed to reduce inequality, stabilize trade, and finance reconstruction.

Such a system would require broad international agreement, robust safeguards, and respect for national economic policies. It is a tool for stability, not a mechanism of control.

Jerusalem & The Holy Basin

The Third Temple — Adjacent, Not Upon

The Third Temple is envisioned as constructed adjacent to the Dome of the Rock — alongside it, not on top of it, and not in its place. The Dome of the Rock and Al-Aqsa Mosque remain under Islamic custodianship and are guaranteed not to be removed, diminished, or physically altered.

This arrangement is governed by a Jerusalem Interfaith Oversight Body (JIOB), composed of representatives from the HPC, the Waqf, and the Israeli Rabbinate. Together they manage access, preservation, and religious sensitivities.

Any such arrangement would require unanimous consent, international guarantees, and a binding commitment to non-violence and mutual respect. Unimpeded access for Jewish prayer and ritual at the Western Wall is guaranteed and secured by the HPC-MF.

The Overarching Aim

A World Free From Oppression

The ultimate goal of the Hiyat Peace Coalition is to dismantle systems of political, economic, and religious oppression — to protect human dignity, ensure equal rights and security for all peoples, and create conditions in which individuals and communities can live without fear, discrimination, or structural injustice.

  • Dismantle systems of political, economic, and religious oppression
  • Protect human dignity as an inviolable foundation
  • Guarantee equal rights and security for all peoples
  • Create conditions in which communities live without fear, discrimination, or structural injustice
  • Defend the freedom of conscience of every individual

The HPC Multinational Force

The treaty establishes a 75,000-person HPC Multinational Force (HPC-MF), led by the United States with contributions from European and regional guarantors. Its mandate is to neutralize militant threats, secure borders, and enforce demilitarized zones.

Extensive demilitarized zones are established along sensitive boundary lines and are monitored 24/7 using advanced satellite and ground-based sensor arrays. Any violation of ceasefire or territorial integrity by any party triggers automatic, non-discretionary intervention protocols in which the HPC-MF acts to restore the status quo ante.

The Joint Intelligence Center (JIC) in Jerusalem is staffed by Israeli, Palestinian, and HPC officers. Its mission is to share intelligence, identify extremist elements, and prevent attacks — a symbol of unprecedented security cooperation and trust-building.

Territorial Framework

Borders, Corridors & Contiguity

Final Status Borders

Final status borders are based on negotiated adjustments to the 1967 lines, designed to ensure territorial contiguity for both Israel and Palestine while addressing Israel's security requirements and Palestine's demographic realities.

Safe-Passage Corridors

Safe-passage corridors connect Gaza and the West Bank under HPC jurisdiction, allowing for the unhindered flow of people and goods — physically and economically reconnecting Palestinian territories.

The Old City of Jerusalem

The Old City is governed under a shared custodianship model. The JIOB manages access, preservation, and religious rights. No new archaeological excavations in the Holy Basin are permitted without unanimous consent.

Holy Sites Guarantees

The Dome of the Rock and Al-Aqsa Mosque remain under Islamic custodianship. Unimpeded Jewish prayer at the Western Wall is guaranteed and secured by the HPC-MF. Cultural heritage of all communities is protected.

Economic Dimension

Reconstruction & Regional Integration

A $75 billion USD Reconstruction and Stability Fund is established, with contributions from the Eleven Nation Bloc, Gulf partners, and international financial institutions. All funds are administered by an International Administrative Council (IAC) to prevent corruption, with disbursement strictly conditional on adherence to treaty terms, transparency requirements, and anti-corruption safeguards.

40%

Total rebuilding of housing, sanitation, and power grids in the Gaza Strip

30%

High-speed rail, industrial zones, and water desalination in the West Bank

Specialized Sub-Fund

$15 billion USD for refugee compensation and resettlement

Regional Economic Integration

MEFTZ — Middle East Free Trade Zone

A customs union between Israel, Palestine, Jordan, and potential regional partners — facilitating cross-border investment, labor mobility, and shared infrastructure.

Port of Gaza

Revitalization as a major Mediterranean hub, with duty-free transit zones for Palestine at the Port of Haifa — integrating Palestinian trade into regional and global markets.

Aquifer & Energy Cooperation

Joint management of the Mountain and Coastal Aquifers, a 300M m³ desalination plant in Ashdod, and a unified regional power grid integrating Negev and West Bank solar projects.

Cultural & Educational Dimension

A Shared Intellectual Future

Curriculum Reform

Coordinated reform of both Israeli and Palestinian educational systems to remove incitement and promote tolerance, coexistence, and mutual understanding — overseen by the HPC Cultural Committee.

Jerusalem Peace University

A joint institution offering degrees in science, medicine, and humanities — symbolizing a shared future and academic cooperation across former lines of conflict.

The treaty includes numerous technical annexes covering geographical survey coordinates for security perimeters, logistical supply chains for the HPC-MF, economic disbursement schedules, environmental impact criteria, and the legal standing of municipal councils during phased transitions — evidence of the treaty's depth, seriousness, and implementability.
